Can I use Cariqa without committing to a plan?

In order to charge your car, you need to commit to a plan. Unused pre-paid allowance can be spilled over into the next month. They will only expire after one year and if you decide to cancel your subscription. So even if you charge less one month you will still be able to use your accumulated charging volume in the following month.
